Who is qualified to test for smoke in Oklahoma
In Oklahoma, as everywhere in the United States, the testing and the cleaning are separate disciplines. Certified Industrial Hygienists (CIHs) and environmental consultants design the sampling plan, collect surface and air samples, interpret the laboratory data against background and write the clearance letter. Fire damage restoration technicians and disaster restoration specialists execute the protocol: dry-sponge and wet cleaning of soot, HEPA vacuuming, air scrubbing, thermal fogging for residual odor, and structural drying of firefighting water.
Oklahoma does not issue a “smoke tester” licence, and neither does any other state; the qualification is the credential and the method. A Certified Industrial Hygienist holds a board certification in exposure science; an environmental consultant may hold the same or a related credential. What both produce is a sampling plan, chain-of-custody documentation, accredited laboratory analysis and a written interpretation — the package United Policyholders [1] tells wildfire survivors to insist on, and the package a CIH-led fire and smoke assessment [2] is built around.
What gets sampled in a Oklahoma property
- Surfaces — tape lifts and wipe samples from horizontal surfaces, inside cabinets and closets, on the attic insulation; microscopy identifies char, soot and ash and distinguishes them from the ordinary dust of a Oklahoma house.
- Air — volatile organic compounds by canister or sorbent tube where odor persists in the Oklahoma property; particulate where occupancy is the question.
- HVAC — the filter that ran during the event, the return plenum, a supply register; the ANSI/IICRC S590 [3] standard governs the inspection of the system after a Oklahoma fire.
- Background — outdoor and unaffected-reference samples, essential after a regional Oklahoma smoke event so that interior results are read against the local baseline.
- Clearance — the same locations after remediation; the letter that says the Oklahoma property is back to background.

What a Oklahoma insurer accepts
The Oklahoma Insurance Department does not certify testing firms, but its claims rules decide how fast a Oklahoma carrier must answer the report you give it. Under 36 O.S. § 1250.6 of the Unfair Claims Settlement Practices Act, a property and casualty insurer must acknowledge receipt of a claim within 30 days of notification unless it pays the claim within that period; promptly supplying claim forms, instructions and reasonable assistance within 30 days also satisfies the acknowledgment duty. [5] OID states that damage caused by fire and smoke is covered under standard homeowners, renters and business policies, that comprehensive auto coverage pays for fire and smoke damage to vehicles, and that policies also cover water or other damage caused by firefighters while putting out a fire. It notes additional living expense coverage is typically about 20% of the structure limit and personal-property coverage is usually 50–70% of the structure limit. [6]
In practice a Oklahoma adjuster accepts a report that shows a defensible sampling design (affected, unaffected and outdoor locations), accredited laboratory analysis with detection limits, a named and credentialed author, and a conclusion that ties the findings to a remediation scope. How Oklahoma regulates the trades involved
Testing, cleaning and the hazardous-material work that fire damage often exposes are regulated differently in Oklahoma. CIB's public notice on the Roofing Contractor Registration Act (59 O.S. § 1151.1 through 1151.29) states it is unlawful to act as a roofing contractor without a current registration, or as a commercial roofer without a commercial endorsement; violators face a misdemeanor fine of up to $500 per violation or administrative fines, and registrations renew annually. [7] CIB's roofing page requires registered residential roofers to carry $500,000 in general liability insurance and commercial-endorsed roofers $1,000,000, and requires each qualifying party to complete 4 hours of approved continuing education every 36 months; the industry is governed by Title 59 and permanent rules at OAC Title 158, Chapter 85. [8] CIB's 'Are They Licensed?' page provides two verification databases: one for registered roofing contractors and one covering building inspectors, home inspectors, electrical, mechanical and plumbing licensees; general building contracting is not among the trades CIB licenses or lists for verification. [9] The Oklahoma Department of Labor administers the Oklahoma Asbestos Control Act and issues six asbestos licenses (contractor, supervisor, worker, inspector, management planner and project designer); removal, encapsulation or enclosure of friable asbestos-containing material must be performed by an ODOL-licensed contractor. [10] ODOL's asbestos rules are codified at OAC 380:50 under the authority of the Oklahoma Asbestos Control Act, 40 O.S. § 450 et seq.; the administrative rules posted on the page are current as of January 14, 2019. The Oklahoma lookup is Oklahoma Construction Industries Board (CIB) [9]; check the restoration contractor there, and ask the hygienist for the certification number on their report.
The Oklahoma context: what the testing is up against
The National Interagency Coordination Center's 2025 annual report lists 2,537 wildfires burning 304,179 acres in Oklahoma in 2025, of which state-protected lands accounted for 1,429 fires and 237,876 acres; all but six of the fires were human-caused. [12] DEQ, Oklahoma Forestry Services and the Department of Wildlife Conservation maintain a Smoke Management Plan to protect Oklahomans from smoke from wildland and prescribed fire; the updated plan was submitted to EPA in July 2021, and DEQ issues air quality health advisories when smoke pushes particulate or ozone levels to unhealthy-for-sensitive-groups. [13] USFA's Oklahoma profile reports that in 2023 the state recorded 2.6 fire deaths per 1,000 fires against a national average of 2.1, and 9 residential fire deaths per 1,000 residential fires against a national 5.8; 400 Oklahoma fire departments reported NFIRS data that year. [14] After a regional event in Oklahoma, background matters more than anywhere: every house downwind has some residue, and the report has to show that yours has more than the baseline and that it came from the fire in question. That is a sampling-design problem, and it is solved on the first visit or not at all.
