Who is qualified to test for smoke in Washington
In Washington, as everywhere in the United States, the testing and the cleaning are separate disciplines. Certified Industrial Hygienists (CIHs) and environmental consultants design the sampling plan, collect surface and air samples, interpret the laboratory data against background and write the clearance letter. Fire damage restoration technicians and disaster restoration specialists execute the protocol: dry-sponge and wet cleaning of soot, HEPA vacuuming, air scrubbing, thermal fogging for residual odor, and structural drying of firefighting water.
Washington does not issue a “smoke tester” licence, and neither does any other state; the qualification is the credential and the method. A Certified Industrial Hygienist holds a board certification in exposure science; an environmental consultant may hold the same or a related credential. What both produce is a sampling plan, chain-of-custody documentation, accredited laboratory analysis and a written interpretation — the package United Policyholders [1] tells wildfire survivors to insist on, and the package a CIH-led fire and smoke assessment [2] is built around.
What gets sampled in a Washington property
- Surfaces — tape lifts and wipe samples from horizontal surfaces, inside cabinets and closets, on the attic insulation; microscopy identifies char, soot and ash and distinguishes them from the ordinary dust of a Washington house.
- Air — volatile organic compounds by canister or sorbent tube where odor persists in the Washington property; particulate where occupancy is the question.
- HVAC — the filter that ran during the event, the return plenum, a supply register; the ANSI/IICRC S590 [3] standard governs the inspection of the system after a Washington fire.
- Background — outdoor and unaffected-reference samples, essential after a regional Washington smoke event so that interior results are read against the local baseline.
- Clearance — the same locations after remediation; the letter that says the Washington property is back to background.
The restoration itself is governed by ANSI/IICRC S700 [4], which describes the assessment, the work plan and the verification of fire and smoke damage restoration; the IICRC’s own scope note says the standard addresses fires other than wildfires, and there is no published S760, so a Washington wildfire-intrusion protocol is written by the hygienist from S700’s principles rather than read out of a wildfire standard (our page on testing before you clean after wildfire smoke walks through that protocol). What a Washington insurer accepts
The Washington State Office of the Insurance Commissioner does not certify testing firms, but its claims rules decide how fast a Washington carrier must answer the report you give it. WAC 284-30-330 lists 23 specific unfair claims settlement practices in Washington, including misrepresenting policy provisions, failing to acknowledge and act promptly on claim communications, denying claims without a reasonable investigation, not attempting in good faith to reach prompt and fair settlements, and forcing claimants to sue by offering substantially less than what is later recovered. [5] The OIC's homeowner-claim guide says an insurer must accept, deny, or ask for more time within 15 business days of receiving your completed claim forms, finish its investigation within 30 days if possible, and tell you why if it runs longer. It also notes you may hire a licensed public adjuster and choose your own contractor. [6]
In practice a Washington adjuster accepts a report that shows a defensible sampling design (affected, unaffected and outdoor locations), accredited laboratory analysis with detection limits, a named and credentialed author, and a conclusion that ties the findings to a remediation scope. How Washington regulates the trades involved
Testing, cleaning and the hazardous-material work that fire damage often exposes are regulated differently in Washington. Washington registers rather than licenses general construction contractors: all contractors who construct, remodel, repair, or demolish buildings must register with L&I, post a $30,000 bond (general) or $15,000 bond (specialty), carry liability insurance of at least $200,000 public liability and $50,000 property damage or a $250,000 combined single limit, and pay a $150.20 application fee. [7] RCW 18.27.040 sets the contractor bond at $30,000 for general contractors and $15,000 for specialty contractors, issued by a qualified surety to protect people who perform labor, supply materials, or are parties to a construction contract. [8] L&I's Verify a Contractor tool lets homeowners search by name, license number, or UBI to confirm a contractor is registered with an active bond and insurance and to see safety citations and lawsuits against the bond; L&I recommends checking it before hiring and getting written bids and a written contract. [9] Under WAC 296-62-07721, a Washington building owner must arrange a good-faith asbestos inspection by an accredited (AHERA) inspector before any renovation, repair, or demolition project, keep a written report, and give it to contractors before they bid; violations carry a mandatory fine of at least $250 per day and the project must stop. [10] L&I's asbestos page says asbestos removal in Washington must be done by an L&I Certified Asbestos Contractor using certified asbestos workers and supervisors, that the pre-project good faith inspection must be performed by an accredited AHERA Building Inspector, and that skipping the inspection exposes both contractor and owner to fines of $600 per day. [11]

The Washington context: what the testing is up against
DNR is Washington's wildfire fighting force, responsible for fire protection on more than 13 million acres of private and state-owned forest land with roughly 600 permanent and seasonal firefighting employees; DNR says about 85 percent of Washington's wildfires are caused by people. [13] Ecology's wildfire smoke page says the agency issues 5-day smoke forecasts in summer (2-day in winter) built from local clean air agency data and a Washington State University smoke model, posts local conditions on the Washington Smoke Blog, and publishes instructions for a low-cost DIY clean air fan; a statewide emergency burn ban runs until noon on September 30, 2026. [14] The State Fire Marshal's 2024 Fire in Washington report tallied more than 30,000 fire incidents and over $495 million in reported loss, with 72 fire fatalities (a rate of 9.1 per million residents); structure fires were the leading incident type, about 26.5 percent of fires and 70 percent of the dollar loss, and roughly 31 percent of fires over five years occurred at residential properties. [15] After a regional event in Washington, background matters more than anywhere: every house downwind has some residue, and the report has to show that yours has more than the baseline and that it came from the fire in question. That is a sampling-design problem, and it is solved on the first visit or not at all.
